To prepare for the 2027 General Election’s Continuous Voter Registration, INEC has begun Training trainers at the Electoral Institute in Abuja. Starting 28th July 2025, master trainers are being equipped to pass on technical and legal expertise to Registration Officers nationwide.

At the opening of the programme, the Chairman of the Board of The Electoral Institute, Prof. Abdullahi Abdu Zuru, represented by Barrister Nwanneka Nwala, noted that the CVR plays a role in preparing for elections.

“The CVR exercise is the first key activity in the electoral cycle. Free, fair, credible, inclusive, and transparent elections begin with a credible Register of Voters,” Prof. Zuru stated, highlighting the role of an updated and accurate voter register in achieving electoral integrity.

The BEI Chairman stated that the online phase of the CVR is scheduled to begin on Monday, 18th August 2025, with the physical in-person registration to follow from Monday, 25th August 2025. The Chairman noted that the current ToT serves as a preparatory process intended to provide INEC officials with the legal and technical skills needed for the voter registration exercise.

Prof. Zuru announced that the Commission has improved the CVR process by digitising registration, allowing eligible Nigerians to start online and finish at a chosen centre and time. The change aims to simplify voter enrolment and reduce crowding at registration centres for better access and inclusion.

He stated that the Electoral Institute created the ToT to equip trainers with knowledge of the Electoral Legal Framework and the technical use of the INEC Voter Enrolment Device (IVED). Trainers will then share this expertise at state and local levels, strengthening Registration Officers’ capabilities nationwide.

“There is no shortcut to success,” Prof. Zuru said pointedly. The only way to guarantee optimum performance by our Registration Officers (ROs) is through sustained and thorough training.

He emphasized that trainers should know the Electoral Act 2022, CVR Guidelines, and related regulations to ensure effective and compliant voter registration.

Prof. Zuru expressed appreciation to the INEC Chairman, Prof. Mahmood Yakubu, and other members of the Commission for their support and approval of the training exercise. He called on participants to view their roles not merely as routine duty, but as a shared responsibility in delivering “transparent, credible, acceptable, and inclusive elections” for Nigeria.

The training, which the Electoral Institute is coordinating, signals INEC’s readiness to resume voter registration nationwide with a strengthened team of trained personnel and improved technology, geared towards boosting public confidence and participation in the electoral process.
