Fact Check: How True Are Kayode Ojo’s Campaign Claims on Federal Allocation and IGR in Ekiti State?

Claims: Engr Kayode Ojo’s campaign group claims that Governor Oyebanji of Ekiti State received N286.23 billion from the Federation Account as of June 2025, with Internally Generated Revenue exceeding N70 billion to date.

Verdict: The claim of N286.23 billion allocation was partially accurate; the actual FAAC received was N292.24 billion over 30 months. The IGR claim was correct, with N82 billion collected during the same period.

The story in context:

As election activities intensify in Ekiti State, politicians are trading accusations. The focus is on Governor Biodun Abayomi Oyebanji (BAO) and Engr. Kayode Olubunmi Ojo (EKO), both APC.

BAO, the incumbent, is seeking re-election, while his former primary opponent returns to the race. The All Progressive Congress (APC) will hold its state primaries on October 27, 2025.

Amid the ambitions of the involved individuals, both groups have been engaged in ongoing disputes. The Governor has stated that any exco members, ward leaders, or grassroots politicians associating with other aspiring members of the same party may face disciplinary measures.

In their reactions, members of Engr. Kayode Ojo’s campaign group criticised the governor for shrinking the political space with threats of arrest and harassment. They also dropped a couple of claims in a press release published here. These claims include the fact:

  1. That, as at June 2025, the governor has received N286.23 billion from the Federation Account
  2. Internally generated revenue has exceeded N70 billion.

Given the roles of various claimants in Ekiti State’s political landscape as the election period intensifies, NDR Fact Check Hub undertook verification of these claims for accuracy.

Verifications:

NDR Fact Check Hub reviewed federal allocations received by Ekiti State from November 2022 to June 2025, covering the governor’s 30-month tenure. Findings show that Ekiti State:

  1. Received N4,736,873 in December 2022, as revealed by the National Bureau of Statistics
  2. Received   5,215,865,924.71 as reported by the Office of the Accountant General of the Federation.
  3. Received N81,109.82  in 2023 according to the 2023 States’ Annual Report Federation Account Allocation Committee (FAAC);
  4. Received N111.9 billion in 2024 as revealed by NEITI
  5. Received N93,197,792,187.21 in the first half of 2025, according to the Ekiti State Government

The total allocations received by Ekiti under Governor Oyebanji were N292.24 billion, not N286.6 billion as claimed by the campaign group.

In summary, our review confirms that Kayode Ojo’s campaign group’s claim about the governor receiving N286.23 billion from the Federation Account is partially accurate.

But is it true that the Internally Generated Revenue was over N70 billion?

To answer this question, NDR Fact Check Hub sought to track the total amount of internally generated revenue accrued to the state since October 2022, when the governor assumed office.

Assessing the data released by the Fiscal Responsibility Commission of Ekiti State, the following deductions were made:

  • In 2022, the total share of revenue accrued to the state was 8billion at an average of N650million per month. This means the governor must have collected N1.2billion for November and December 2022 (at an average of N650million per month).
  • In 2023, a total of 3 billion was collected as IGR
  • While a sum of N30billion was accrued to the state in 2024.
  • In the first half of 2025, data shows that the state received an IGR to the tune of 5billion.
  • Altogether, the total IGR received by the government in the last three years amounted to N89.6billion.

Since the governor assumed office in October 2022 and the internally generated revenue (IGR) averaged N650 million per month, it is reasonable to hold the governor accountable for revenue collected between November 2022 and June 2025, representing a period of 30 months.

So if the revenue in November and December 2022 amounted to N1.2billion (at N650 million per month, plus N23.3 billion (collected in 2023), N30billion (2024) and N27.5billion (first half of 2025), then the total revenue received by the governor was N82 billion, indicating that the campaign group was correct.

In conclusion, Kayode Ojo’s campaign group’s claim that “the internally generated revenue collected by the governor so far amounted to over N70billion” was TRUE.
